Attorney John Rose, Jr. has years of experience handling major commercial, construction, real estate, contract litigation and personal injury cases. He has practiced before all of the courts in Connecticut and before many federal, state and municipal administrative agencies, including, but not limited to, the Department of Defense, the EPA, the Ethics Commission and the Department of Housing and Urban Development.
At the beginning of his legal career, John worked with the New Haven Legal Assistance Association and as an Assistant Chief Prosecutor in the Circuit Court System. In 1968, he moved to Hartford to become the first African American in a major law firm in the State of Connecticut’s history at Ribicoff & Kotkin. Four years later he became that firm’s and the State’s first African American partner.
In 1978 John and several partners left Ribicoff & Kotkin to found a new firm: Louden, Byrne, Shechtman, Slater and Rose. Here John was responsible for business development, client development, and all finance and accounting. He successfully helped the firm grow to over 27 attorneys.
John joined Levy & Droney in 1984 as a Partner and stayed there until 2004 when the mayor of Hartford appointed him as the City of Hartford’s Corporation Counsel. As Corporation Counsel, John supervised a small, 9 person law firm which represented every City department, office, and agency. His clients included the Police Department, the Fire Department, DPW, Health and Human Development Services, Human Resources, the Office of Human Relations, the Mayor’s Office, and the City Council. John served as Corporation Counsel until July of 2010.
He has long been involved with legal, social, and civic organizations. He is active with the Hartford County Bar Association, Connecticut Bar Association, National Bar Association, and IMLA (International Municipal Lawyers Association).
